"BEFORE" is the command in use currently.
"AFTER" assumes a change to --id-base-url="https://datatracker.ietf.org/doc/html/"

Note: adding the option as follows

yields a URL of the form
<https://datatracker.ietf.org/doc/html/draft-foo-04.txt>
which seems odd because of the ".txt"
